About. Hub'Eau is a French national open platform (publishers OFB, Vigicrues SCV and BRGM) that serves public water-information-system data by keyless REST APIs. Its Hydrométrie API gives river water height (H) and flow (Q) observations from about 5,000 stations of the French network, refreshed every 5 minutes from the PHyC platform with one month of history, plus daily and monthly mean flows over longer history.

Price. Terms: use of the platform is free ("L'accès à la Plateforme et son utilisation sont gratuits"); the APIs are accessible without registration or prior authorisation.

Coverage. About 5,000 hydrometric stations, run mainly by DREAL and other producers; elaborated daily flows for over 4,200. The pages read do not say which overseas territories are included.
